    Now I'm really confused.

You made a long post explaining what this individual has, in your view, been doing.

And in reply you've been advised what to do, and given links to help you do it.

Now you say you don't like this advice.

Did you simply want us to reply:

"Don't do anything, live with it." ????

When did I say I don't like the advice? I was responding to someone jumping to the idea that its silly to even ask the question because they didn't think about consquences or getting evidence.

What would be reasonable excuse, I open them by accident

That would be covered by this :
....intending to act to a person’s detriment..

Next time anyone is posting about the contents of someone else's mail it might be helpful if they mentioned the appalling quality of glue these days and how the envelope "just fell open".... it might lessen the online debate....

    Amazing what you find out...

It isn't, hence no need to worry about what constitutes "reasonable excuse"

Yes it is amazing. It's also amazing what you can find out without opening it, just by googling the return address.

I found out that our neighbors who have a brand new Audi and BMW are in fact on a debt management plan.

If you open someone else's mail, then throw it away, there's no evidence it was ever in your possesion, let alone opened. But I'm a fan of the "it arrived already opened" line.

If you write on all and any letters- no longer at this address then most of the mail will stop.

As for the rest of it -unless you've seen him fly tipping you can't report him as there could be more than one inconsiderate person living in your area.

I reckon this erroneous advice comes up about every 2 months.

    Postal Services Act 2000

    Section 84
    .......

In post #8 teddys mum talked about getting in trouble for destroying mail, not just opening it.

    Post 5, not 8.

Well if teddys mum (teddysmum?) or yourself or anyone else can identify on what basis one can get into trouble in that way, please do.

I quoted the nearest bit of relevant leglislation that I know of.

I far prefer posts that quote a source, as opposed to randon beliefs that may be, but often aren't, correct.
