Suspected fly tipping by neighbour what would you do?

                    Not totally sure if correct section but a little background, he lived in my property before me with 7 other guys in a 2 bedroom flat, couldn't of been for high rent reasons as rent was only £200 per month for a 2 bedroom flat.
I have lived here around 2 years and since day 1 got tax letters in every ex tenant who lived with hims name, bank cards, unpaid council tax bills and unpaid national insurance bills (I opened by accident when half asleep)
He moved across the road so I can see into his flat from my window thats how close he is from me, when I moved in I wanted a few things moved that were heavy so googled it and a empty flat next to his came up as a handyman/man with van and "free" home clearance service.
I constantly see him chuck out loads of electrical item boxes, and saw him throw a chopped up wardrobe in there once.
But since I have moved in I have seen matresses. sofas, glass doors, entire living room carpet, washing machines, tvs even fridge freezers dumped there which makes me suspect its him.
The other reasons include if hes running a business from home I would suspect he would have private bins and pay higher tax and since I know hes not paying NI and hasnt changed his address with the tax man it makes me suspect.
Came back from Christmas with parents to find a entire BATH next to the bins and loads of wall panels.
Its not the fact that its just dumped there but council doesnt collect it so its there for months, the glass doors were smashed back at Easter and the glass has never been cleaned up and we stay next to a school so its dangerous.
And he is my main suspect as its those massive bins for flat blocks and theres about 8 others within a 5 minute walk and the others arent used to dump stuff.
Sorry if wrong section but I was thinking it was a home issue due to using his home as a workplace, not paying council tax and of course affects local residents.

Of course you could be wrong, it might be someone else & he's an innocent saint.
We don't want cheats & crooks: They cost decent tax-payers extra.
It always puzzles me when people ask such questions: You'd inform the authorities if you thought you saw someone committing murder or similarly wicked deed, it's the same principle...

but artful is right. Councils are really strapped for cash these days and struggle to provide the decent services we all want/need.
There's limited action we can take to influence Cameron to assist councils, but if people don't contribute the money they owe, then meals for the elderly, schools, road repairs etc all suffer.

            I did report him to tax man before as now and again I accidently open letters, most of the time I just bin them but a few times when its first thing in morning I have opened without realising had everything from job letters saying their start date, to bank cards, to pension letters which makes me think he is doing the dodgy.
Added to the fact I don't get on with the person after reporting him for dog fouling and noise as he has a key to my block and wakes me up during the night often, and I know hes a heavy drinker and seems to be very paranoid, every time it goes quiet for a few weeks with his dog waking me up around 5am I see him on street and smile at him and he gives me a dirty look and sometimes mutters then its back to him slamming doors and dog barking for ages and as he uses our garden he rarely cleans up so I have walked in dog mess before, no one else in our building or his has a dog.
The reason I haven't reported before was I had no hard evidence plus as hes paranoid he will suspect me and likely to harass me.
The only thing I know outright is I have seen him and his flatmates fill up the bin with boxes multiple times, it gets annoying as its one of those massive metal bins for flats and he can fill it up in a single day after bin men arrive plus hes 2 minutes walk from a recycling area so hes lazy.0 -

I reckon this erroneous advice comes up about every 2 months.You could be in trouble for destroying HM's mail. You should return to sender, perhaps with a note explaining where they live or just that they no longer live at your address.

What would be reasonable excuse, I open them by accident when tired but at same time I have thought about opening them just to find out where they came from just to report them to people but assumed that to be morally wrong.I do like it when folks come on here to ask whether or not they should report someone for breaking the Law when the answer is so obviously a big fat 'yes'.

You made a long post explaining what this individual has, in your view, been doing.
And in reply you've been advised what to do, and given links to help you do it.
Now you say you don't like this advice.
