Cancellation of . Visa Debit Card . then find . previous company can take money

A number of months ago I paid a discount rate for a box of wine . some of the bottles were handed to a Neighbour who took the delivery . because I wasn't at home and no Re Delivery Card was put into the Letter Box Cabinet . Though the issue then was to send me an E Mail saying other boxes of wine would be delivered after a few months with my choice of . Cancelling . I'd then send an E Mail saying please do not deliver and please do not take the money from my bank account . There was no Direct Debits ( because I checked the Direct Debit paper record ) and my Visa Debit Card was changed after March 2015 .


Though the last E Mail to the wine company I asked for no wine delivery and no money to be taken out of my bank . I responded to the wine companies E Mail 1 Day later . Then . noticed that a delivery courier was at my door with a box of wine a number of days later ( that I told the courier to send back and I got an E Mail from the wine company said they'd had this sent back ) I checked my bank account statement that said money had been taken out of my bank account from the wine company .


The bank then add what is termed a . Sundries Payment Credit . to my bank account ( that is later reclaimed to the bank ) and after a number of days the wine company . then give me a Repayment Credit for what money was told to the wine company to not take .


I then telephone the bank and ask how the money was able to be taken from my bank account, because as explained there is no Direct Debits to the wine company and I'd got a New Visa Debit Card in March 2015 .


The bank call centre operator . said . that if a payment was previously given with a Visa Debit Card that was cancelled . then . the company can pay a £ 15 Admin Cost to the banks visa dept . and . then . be given the Latest Visa Debit Card . that would then . allow . the company to take money from the bank account .


I asked then in response to speak with the bank visa card dept and was told I couldn't be put through and there was no direct dial telephone line .


Sadly with these terms and conditions it seems there is somewhat no control of the bank account from the Account Holder and also the authorisation controls aren't logically given on the bank website and bank mobile app .


Has anyone else had similar Issues with Visa Debit Cards issued from a bank and find there is terms and conditions only realised after .


Is there any way of reaching the Visa Debit Card Dept and possibly in the future of the Account Holder being given greater authorisation controls rather than to find its a call centre operator answer with no conclusion to this distress .

    The transaction can still be processed from an old card number.

    Unlikely, how would they know to associate an old card with a new one from a different provider?

    If the transaction was (pre-)authorised the old card provider can process it, re-open the closed account and chase the customer for the amount owed.

    Then . find there is other . Terms & Conditions . that are ONLY realised after .

    Other than to as given with guidance and that is to change bank account .

    Seems to be such a lot of Life Stories with . Terms & Conditions ONLY realised after . 1 of my friends who is autistic was scammed from a . financial advisor for £ 26,000 . and find there is no relevant laws to help . Also has health difficulties and his relative has been unable to help with all issues .

    I found that the Supposed Home Insurance and Supposed Home Emergency Support didn't help when there was a ceiling water leak that caused some expense and damage . I was then having to suffer Call Centre madness after some days with no sensible and responsible help .
