Isn't the speed limit thing because there's a requirement to have any change in speed limit approved (I thought by an act of parliament, but it may well be further down the tree than that) and there isn't a means to deal with a temporarily reduced speed limit that only applies at certain times of day? And the signs would need some means of showing when the lower speed limit is in force - many road works limit reductions have painted signs (not electronic ones), so it would mean physically sending a team to cover those up overnight.0
