From Seven Trent Water code of practice here

If a leak is discovered on your supply pipe, we all want it repaired quickly. If the leak is reasonably
accessible and is not inside or under the building, we’ll repair it free of charge, provided an
application form has been completed. We’ll repair up to two leaks in a two year period on a customer service pipe.

From your link - my bold.
We all want the leak repaired quickly and, as part of our effort to reduce leakage, we’ll often be able to offer you a free repair or free partial relay of up to twelve metres (subject to terms and conditions). The section below will tell you if you are eligible for a free repair – usually this is available for straightforward, non-emergency leaks on the service pipe between your property boundary and the mains pipe. See Figure 1 for more details. Please remember that if there’s a leak on your pipe then legally it is your responsibility to repair it.
There have been a couple of posts recently on MSE where the poster says that ST have hardened their line See:

Three different chaps from Severn Trent who have been out to my property so far have told me that they 'used to do one free repair' but that the policy had recently changed and they don't do them any more. They can quote me to do the work (along with other contractors), but there is nothing done gratis or subsidised anymore now no longer do one-off free repairs.
