It doesn't take much reading nor expertise to see a Smart Parking postal PCN (same as CEL and Highview and CP Plus and loads of others) does not hold a keeper liable/doesn't comply with the POFA.
You had no liability and no reason to have this policy and 'admin fee' at all. Just supply the name of the hirer each time and charge nothing, or a nominal £5 - £12 for your time & letter, and no-one would complain about this aspect of ALBANY ASSISTANCE.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Not impressed with ALBANY ASSISTANCE as regards your lack of assistance and understanding of private parking tickets. So you refund one case in the public domain but have not stated whether you are addressing this policy which rips people off when you have no liability in most cases, at all? You have certainly not undertaken any work worthy of a large 'admin fee'.
Most private parking firms who write to you will not have complied with the POFA, so it's never the business of ALBANY ASSISTANCE to pay, nor to charge an extortionate disproportionate 'fee' for sending the hirer's details. £5 - £12 fee and no-one would turn a hair, any more than that and you are extorting money over and above the GPEOL.
You do realise that these are not real 'penalties'?

Albany making a song over MrsMParker getting a refund is a non issue (you agreed she should have got one when you first posted in this thread)
The issue you have chosen not to update us on is the one in #12.
What is Albany doing to correct their policy of keeping 50% of their admin fees levied when their client has wrongly been issued a PCN?
And why are you cynically concentrating on an MSE poster going public, but leaving those that don't out of pocket?

Well looks like things haven't changed in regards to the policy by Auxilis (formerly known as albany assistance), as I've just received the same admin fee for a parking charge which I should not have received. The fee of £60 had already been taken from my account before I'd had the notification of a fee.0
