0% balance transfer cards

Hi,
Why are there 0% balance transfer cards with say 3% fee (example) and 0% balance transfer cards with zero fee?
Often the same lender will offer cards with and with out a fee.
Are they hoping people rush in and apply without looking into it or is there something else which I'm missing?
I'm planning a big perchase soon and will probably have to do a balance transfer when the 0% intro on perchase's runs out.
Thanks
Dan

Competition. Customer acquisition. Why are there 0% balance transfer cards with say 3% fee (example) and 0% balance transfer cards with zero fee?
But not for the same duration. You'll find that zero BT fee cards have shorter intro periods than cards with, say, 3% fees.Often the same lender will offer cards with and with out a fee.0
