The cheapest way would be to buy an old Windows 7 "repair or spare" laptop/tower and use the CD-Key from that. Then get the free W10 upgrade and sell the parts - minus the shell with the CD key of course.
Got a Win7 licence for £20 by buying a laptop minus screen and keyboard while back. Still made £80 selling the rest of the gubbins.

I only ever buy system builder serials. The dvd box just takes up space. You can download the ISO to burn very easily from microsoft website. Though they do make it difficult.
I buy mine from an IT technician who emails the serials over quite fast. But any company providing web only installs would get your serial faster than a retail eiditon by post, i would imagine.
I had to create a w10 install disk to recover my computer (ALREADY!!). You can''t just download it, you have to download a downloader which downloads/checks and creates an iso image for you (I think it's probably a p2p client). Anyway, you can't get access to the page to get the downloader on a non-windows10 computer.
I was having some issues because the only computer with a dvd burner is a win7 system, and I couldn't get the downloader onto it. Luckily I was able to download the downloader from a win10 laptop and the transfer it to the win7 pc and it worked.0 -
I am confused with your statement , if you go to https://www.microsoft.com/en-us/software-download/windows10 you can either upgrade your machine OR download the win 10 ISO , that can be burnt to a DVD or a pendrive , if the machine (as you say in your case) has had win 10 installed on it previously , then the system will be recognised and accepted as a legitimate machine without entering serial numbers.

I had need to rebuild an older dell laptop last week , this came with win 7 as standard but had had a non legal win 8 installed. I had access to a genuine dell install disk (32 bit), ran that then went to the page above and A: made a bootable pendrive of win 10 and B: did the upgrade online to win 10. once the upgrade was done and registered I wiped the disk and did a clean win 10 ISO load in 64 bit , so that the extra memory installed in the machine could be accessed

Most of the parts are second hand, but it's a new computer. It hasn't had anything installed on it before. Yes you can download Windows 10 USB/DVD ISO from the Microsoft Website from any computer and create the install media and when you install it you have to enter the retail product key. You can buy the product licence/key from Microsoft for £100 or get it for £85 many other places legally or other suspicious places for a lot less.Changing the world, one sarcastic comment at a time.0

It may well be that the reason the VM couldn't get the page was because the OS on it isn't activated rather than it is Win 7 (it's a MS provided developer image which you are not permitted to activate). I don't have any real Win 7 machines to try it with.
Whatever the case may be I doubt that londonTiger was making things up - he simply couldn't access the page he needed for some reason or other.

ie8? looks like the machine is using a non s/pack version of win 7 , perhaps upgrading it and moving along to ie11 might relive your problems!
