Data is for use via the handset. GPRS or 3-G have no different rate of charge.
the 5Mb of data is for info sent/received from the handset.
The only thing which is important is the size/quality of info downloaded by your handset.
a nokia 6230 for example will have low quality data transferred. An N95, having a higher quality screen/full html browsing etc. will download much more information/higher quality images, and use the 5mb up quicker.
3G just allows a faster download speed compared to GPRS. (GPRS on Orange network is anywhere between 0-40kbps, 3G is 60-384kbps)
Bare in mind if by 3G you mean can you use it for Video calls, the answer is no. this is billed separately to any data used for browsing.
