    if you are already on DLA before age 65 then you stay on it.

    because the OP's mother only receives mobility, she may not be able to get a care award of DLA ( although if she already received care, she could get it raised)

    i know it used to be possible to have an award of DLA and AA concurrently ( DLA for mobility and AA for care) though I'm not sure you can now.

    but if she applied for AA and received the higher amount, she wouldn't be any worse of than she is currently with high rate mobility, but it would allow the OP to claim carers allowance and IS.

    it depends how much the OP and their mother are willing to take a risk
