Paint is banned in hold luggage
What kind of paint are we talking about? I think that might make a difference:
wall paint, tubes of acrylic, water colours?
If it is allowed I would put into sealed sandwich type bags. That's what I do with liquid toiletries.Being polite and pleasant doesn't cost anything!

Ready mix paint for use in a classroom by 5 year olds - my friends are teachers and they've run out of red and blue and can't get hold of it where they are. It's as dangerous as shampoo, but far more noticeable if it leaks.Who made hogs and dogs and frogs?

While you could argue that, it certainly does reduce the odds of someone breaking into it - hence why so many people do it.
Ripping off the cellophane takes effort, when your bag is somewhere where people have limited access to the bags they may not have time to get it off undisturbed.
It seems very over the top to protect paints etc though!0 -

I take liquid silver silver polish to a jeweller friend. I wrap the bottles in bubble wrap then put inside a sturdy plastic bag.
Re the wrapping, it seems to be pretty common in some Far East airports.0 -

The bags I have seen wrapped are wrapped round the body of the case but not the ends so that would not prevent leakage0
