The quote was from a member of the public, ergo the journalist is not responsible for the shoddy grammar and your criticism is somewhat unfair. I would be more likely to believe a journalist who quotes accurately than one who would deliberately misquote and print an edited grammatically correct version of what they think the interviewee meant.
If it is true that security guards were attempting to confiscate customers' camera phones then the staff in question should be sacked, or at the very least given a formal written warning and sent for extensive retraining. Telling people to stop taking pictures and move away is sensible. Attempting to take their property from them is counterproductive to say the least (not to mention illegal). In an emergency situation I, and I hope most others, will generally comply with any reasonable instruction (and I would retreat to a safe area before attempting photography anyway), but anyone trying to take my personal property from me without good reason will meet resistance.
