I am guessing that in that case its a recycled number with the forward on, possibly used as part of a scam in the past. you should be able to change the redirect settings yourself on the phone.0

I am having this issue as well.
It seems that apparently I have call the same South Korean number 82 times this month 12 of which I apparently made when I was travelling over the atlantic at 38,000 feet!
Tried to contact them and they tell me their system is right and that I have made the calls!0 -
It's a known issue where calls being diverted to voicemail are being charged as a call to South Korea.
Automatic credits are being raised for this issue. If in doubt, call 150 and ask the agent to read the breaking news article in Albert, or to search CABI in Toolkit.I spent 25 years in the mobile industry, from 1994 to 2019. Worked for indies as well as the big networks, in their stores also in contact centres. I also hold a degree in telecoms engineering so I like to think I know what I’m talking about 😂0
