Advice, parking ticket at hospital parking eye

Hi there, im in the middle of some health issues, possible lung and stomoch cancer and i have been in and out of hospital for scans and tests dozens of times over the last 8 weeks or so.
Anyway, this evening i returned from work to find a £70 parking fine from parking eye for 17/11/15.
The letter gives you next to no info apart from the photos and times of me arriving and leaving (i was there for 3 h 19 mins)
the signage says
up to 1 hour 1.20
up to 2 hours 2.40
24 hours 3.60
An additional 60p will give you an extra 30mins
the machine is one of those you need to enter you reg number, i had trouble with the machine at the time as it kept spitting coins back out, and i had to bang it lightly once as one of my coins stuck.
Finally once i seemed to tale my coins i pressed the button. and it gave me a ticket, i shoved it in my wallet and went into the hospital.
However the tickets dont show you what time you need to return, i guess they do that on purpose;), but as id bought a 24 hour ticket it didnt really matter.
Luckily i managed to find the ticket, and the ticket says i only put in £3.50, so i was 10p short, so either the 10p was in the coin reject slot, or it was jammed in the machine.
Could someone please advise me what my best options are, do i have a case to appeal?

2: get in touch with the hospital PALS (patient advice and liaison service) and ask them to cancel

If the Notice To Keeper only arrived in the post today then it's out of time & the keeper is not liable. If the 'crime' was on 17/11/2015 then they had until 2/12/2015 to deliver it & are over a week late. What is the date on the NTK itself?0

dated 15 days after the offence + a minimum of 2 working days to reach you so it is out of time to claim from the owner*

Thank you all, i have another appointment tomorrow morning, so i will speak to someone then.
With me having so many appointments, and some being under sedation, general anesthetic, and it being over 3 weeks ago, i am now unsure weather i was driving on the day in question, and given i have had a few people help me out by giving me lifts in their own cars taking me to hospital in mine, i cant be sure who was driving on that particular day.;)
Of course if a photo was produced of me driving that day was it may jog a memory and it may indeed turn out to have been the same day i had trouble getting the machine to take my money.:D

no photos , all done by a automatic number plate camera at the entrance that takes a pic of the No plate on the way in , and on the way out , checks the time on the computer as to what paid then says yes/no , no picture of youSave a Rachael

Read the Sticky thread for NEWBIES and appeal AS KEEPER using the template letter therin around day 21-25 as it tells you in the NEWBIES thread. It's nice and simple, cut and paste, and send online.
That gives you time to sort yourself out and complain profusely to PALS.
If/when PALS fails to cancel and parking lie reject your initial appeal, you can make a second stage appeal to PoPLA which you should win on non POFA compliant NTK (as long as you are absolutely sure about the dates.)
If there was no windscreen ticket then the NTK must arrive within 14 days of the event (that day being day zero.) Yours hasn't. In fact the date issued is out of time so they have actually proved the NTK is non compliant themselves.I married my cousin. Thanks all, i went to the hospital and asked at reception, was fobbed off, told them i wanted to speak to someone higher, was sent to the pals desk, the whole room is decorated in posters saying they wont deal with parking eye problems.
told the woman i know what your poster says but i know that as the landlord the NHS could easily notify parking eye to cancel the ticket.
the girl behind the counter, went to the pc typed some stuff and said she had emailed someone, and said a as it seems it was their fault the 10p jammed, that a cancellation should arrive by post before 3/1/16, it it hasnt arrived by then to come back in.
does this sound right?, should i be doing anything else in the meantime?

You still need to make your initial appeal to PE, within the timescale indicated by Fruitcake in post #8. Don't wait for a cancellation that may not come, as by 3/1/2016 you'll be perilously close to missing the PE deadline for the initial appeal. You'll have the option to get this cancelled by POPLA if you make that initial appeal in time.
If you don't make the appeal, PE will treat you as an 'ignorer' and that can easily lead to court papers that will be much more difficult to deal with than a POPLA appeal.
Hopefully you will get your PALS initiated cancellation, but at this recoverable early stage, you need to cover all your bases.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

If the NtK is out of date I would raise this in your initial appeal . PE may cancel if they know they're stuffed at POPLA and it saves you the hassle .

I am the registered keeper of vehicle xxxxx . Your PCN was issued on 3/12/15 for a supposed parking infraction on 17/11/15 . Your Notice to Keeper is consequently out of time for you to invoke the provsions of schedule 4 of POFA and hold me liable for this charge . I invite you to either cancel the ticket or refuse this challenge and issue a POPLA validation code for me to take the matter to independent assessment .

What is in the initial appeal is totally irrelevant other than you have an appeal point and don't identify the driver . Hence short and sweet
