How was it "supposed to be delivered before 12"?

Royal Mail offer no such service. There is a guaranteed by 9am and a guaranteed by 1pm - but there is no 12 noon service. RM have to deliver each day but normal service does not guarantee any "delivery by" time.

They also have size limits, "huge" items would not normally be accepted. OP are you sure it is RM and not Parcel Force? Also have you tried calling the sorting office directly, not the customer service number?

define "huge"? royal mail now take stuff off parcelforce to a certain extent, not sure of the size involved, also this time of year, the large parcels can be attempted from 7am, well before the regular postie is out and then after 3pm on overtime up to whenever the driver is willing to work,
some areas could have a chaotic office due to cuts etc.
do you have a regular postie?
could be due to the workload and a "pile up" of parcels on an unmanned duty?
still not right, but that's privatization for you

Im not sure they WOULD post a second fail to deliver message.
I have always thought you get a second date to have it delivered and if that also fails (due to the prospective recipient being out or not hearing the door) , then that is all they will do . Then one can either go and collect it or leave it to be returned to sender.
    Very frustrating for you though.
