Epc plc

I have received a penalty notice from EPC regarding a parking fine in Belgium which I ignored

They are a UK based company who have obtained my details from DVLA

Pay or ignore?

    I would suggest using google to see the pros and cons. Things have changed since I got a ticket in France.

    Again, I suspect it will depend upon if you were parked on private or public roads.

    It will be Euro Parking Collections a debt collector working for some PPC (which may be a Belgian outfit).

    EPC are BPA members, so access to the DVLA database. Have seen nothing in the CoP about how debt collectors are required to comply. Murky!

    Yes it is them. Car was parked on the street on a parking bay. I didn't pay the fee and got a ticket. EPC letter shows photos of the car, the street etc.

    I was more interested to know what real power they have to collect the fine? Would they take it to a court here in the UK?

    Have you Googled them and read the threads already out there on pepipoo forum and Consumer Action Group as well as on here? Loads about this in recent years, IIRC opinion is divided.

    I have 3 lever arch files bulging with letters from EPC Plc. I've spoken to them numerous times regarding transfer of liability, making a representation, trying to identify who is the creditor, what laws are they chasing us under, and even challenged them in writing to take us to court on the alleged total debt - somewhere in the region of £58k at the moment.

    18 months into this, they will still only send letters. I've moved the files out of my office into the post room, so I do not even see them on my desk any longer.

    My offer to discuss this in court still stands.

    Also, with regards to the vehicle going back to Dublin, Norway, Hungary or Belgium or any other country they chase fines from, to date I have not had a single issue with any of them being stopped at a border crossing or by a police officer in relation to a previously unpaid charge.

    EPC plc are very persistent at sending letters, and when they get bored of sending letters, they change the header to "Contractum International Debt Collection", so I have a template letter for them. When Contractum International Debt Collection get fed up wasting paper and postage, they then pass it to Rossendales.

    To be fair to Rossendales, they get a lot of alleged debts passed to them from PPCs for my company. They no longer write to me either.

    From my own experience, EPC plc will not pursue this beyond a chain of letters. Again from my own experience, there is no risk taking the same vehicle back to the country where the fine originated from.

  • We got a parking ticket notice from EPC two months after returning from Hungary. Whilst in Budapest we parked on a road and had no change for the meter. We asked the parking attendant if it would be ok to go and get some. He told us to go to the shop around the corner. When we returned we did not need to stay (as we bought what we wanted at the same time as getting the change), so we left. There was no ticket on the car.

    We still do not know what the contravention is, how long they think we were there ( a few minutes) and we are furious that they must have put this ticket on our windscreen as soon as we left, taken a photo and then removed it. I wrote and said that there had been no contravention and also that we could not see any photographs on the website as there was a problem with it. They have now sent the photographs complete with the ticket (which was not there) and say that we cannot appeal! This could be a great scam, but it is unacceptable that there is no right of appeal once the photographic evidence has been sent.

    I am pleased to read the last reply as this is simply not just and we won't pay if we cannot even submit a case. Anyone else had this experience I wonder?
