Can EE unlock phone that has never been used

I bought this phone

and went to the EE shop to unlock it, and paid to do so.

Then I took the phone to Indonesia, where it is now, and waited for the code.

Have waited 1 month, and now they are saying that they can't unlock it, because the phone is has never been used on their network.

Does this make any sense?

don,t EE make you use up so may PAYG vouchers to pay them for subsidising it

It has to be used on EE for 6 months before they will unlock iirc.

You will have to use an unlocker like post #2 suggests on eBay to get an unlock code.

This unlocker is reputable, I've unlocked a number of different phones through him:

In Indonesia you can probably have it unlocked very cheaply while you wait, at one of the many little phone shops, then try to get a refund from EE.
