Can EE unlock phone that has never been used

I bought this phone

http://www.phoneshopbysainsburys.co.uk/pay-as-you-go-phones/nokia-phones/nokia-635-refurbished.html

and went to the EE shop to unlock it, and paid to do so.

Then I took the phone to Indonesia, where it is now, and waited for the code.

Have waited 1 month, and now they are saying that they can't unlock it, because the phone is has never been used on their network.

Does this make any sense?
