old electric meter replacement

My meter in my new home seems to have ben installed in 1969, and has a missing seal and no certification information.
According to this: http://www.legislation.gov.uk/uksi/1998/1566/schedule/4/made as it's an AEI NQ it has a 20 year certification.
In addition, it has evidence of leakage below it, and is sticky all over.
Can I request any sort of inspection /review / replacement?0 -

Well 'actually' anybody reading their own meter would disregard the red numbers, as they are used for checking meter accuracy.

Its important to get the reading 100% correct Frugal, supplier may start billing standing charges (Eon ) with any usage at all, even one unit. This is how to read a dial meter. Always start from left to right, the (10.000kwh dial) with constant reference to the dial to the right for any dial which is on on near a border right up to the single kwh dial with reference to the 10 ths dial if needed.[Deleted User] wrote:

I remember my very first dial meter I ever read when I needed to look at the 10 ths of a unit dial to determine what the 10,000kwhs was because all the dials were on borders.
