UKPC PNC - is it worth appealing?

I have been reading the newbie thread and wonder if it is worth appealing for the below situation.
My boyfriend parked behind a block of flats and pub on what must have been private land and recieved a PNC from UKPC. To get to the area you have to drive up a steep slope to back at the back of the flats. The sign for UKPC was at the bottom of the slope on the side of flats so could almost be for the road by the flats. No sign was at the top of the slope in the area where you can park.
The address on the ticket is showing as Barclays bank, which is now closed.
If he was to appeal this on week 3 (ish) and it is rejected. Do you still have the option to the pay the reduced amount or is this down to the discretion of the company.
Also, if you appeal by email do they reply by email? As we will be moving in the next month.

            cant answer the last 2 questions but its always worth appealing and that NEWBIES thread gives the correct advice, by the methods they allow on their pcn, so if emails are allowed then use it but ensure any replies dont go in the trash
 not appealing it and not paying it could lead to small claims court

            We have recieved a reply. UKPC have said they need the details of the driver to process the appeal. Is the only option now to ask for a popla? We have still not recieved a letter and we are over 40 days. Thanks!0

 are you referring to not receiving a NTK?
 and are you going to give the drivers name?

 It says if we don't give the drivers details then by law they are allowed to charge the registered keeper. After 21 days they will provide a popla if we don't reply with the drivers details0

            coupon-mad answered this scenario a few days ago in another thread, its a tactic (a ploy) by which they try to get the drivers details, ignore and wait for the rejection letter with popla code

 What complete idiots UKPC are. By not replying to UKPC, they will have to provide a code to appeal to POPLA
 Who in their right mind would give a PPC driver details, they really do live in the clouds.
 JUST WAIT, get the CODE for POPLA, then return here for further advice on your particular case0
