UK flight cancelled - eligible for compensation?

Just an update on this. My partner submitted his claim for compensation to the airline (Flybe), then called to follow it up. On the phone they admitted that the flight had been cancelled for operational reasons within their control, and told him compensation would be in his bank account within a few days. Interestingly they offered him a choice between the required compensation of EUR250 or a EUR350 flight voucher - he went for the first one.0
