So last Sunday I looked online to transfer my isa to the HTB isa and it said that as I already had an isa account I couldn't transfer the account online. Tuesday I went into the branch who said the same thing - that because I put that £100 in the isa last month that account will be the only isa I can pay into this year but when April 2017 comes round I can open a HTB for next year.
Unless theres another bank that would let me transfer an active isa account, then I'll have to wait till next year.

It always amazes me how some people will ask other taxpayers about cheating the system, when those taxpayers will ultimately foot the bill for the fraud.

But of course the help to buy ISA is open to any EU citizen resident and paying tax here - and the property ownership/interest restriction applies anywhere in the world not just UK property.
I can see how the land registry can be checked for current or prior UK property ownership. But I doubt the UK tax authorities will be able to check if you owned a quarter of a one bed flat your Slovakian gran left you in Brno in 1995 which you no longer own.
Any fraud re prior ownership of British property will probably be found out - but for EU nationals re foreign ownership they probably can't or won't check for the sake of £3k. So fraud is certainly a possibility.0 -

I don't know why anyone (regardless of their citizenship) would think just because they owned, or own, property or land abroad they couldn't be found out if they lie when making claims.
Why anyone would risk a criminal record by scamming HMRC out of max £3K is totally beyond me.0 -
Don't know why you jump to conclusions of people wants to fraud help to buy maybe I wanted more info without putting my life story on here. I part owned a rental property many moons ago which I never lived in and never benefited from in the end. I wanted to know whether me buying my first home to live in would I be eligible for help to buy?0

You could have asked that Q, and you'd have been told the answer is no, as you do not fulfill the eligibility criteria.
