please read the NEWBIES sticky thread at the top of this forum, it has all you need to know about this complicated issue, free and up to date advice0

Echo the advice above to read the NEWBIES thread. Take your time to take in and understand the issues involved. You may well need to go through it 2-3 times.
Was the car park one that required you to enter your car registration into the machine?
If you no longer have the ticket, then you'll eventually be appealing on legal points, not on "what happened on the day" - all will become clear in the Newbies thread.0 -
Hi, yes the machiene was right next to my car,bet you notice im not english so all those codes you guys use on newbies are bit complicated to undestand, i will give it another try on that topic ....just think its very strange that in a country like this this use a system where we need to prove our inocence and not them to prove we are guilty of doing something wrong :S ....cheers for the advises guys .0

Using shops and businesses that employ this firm was a mistake.
One that is going to cost you either money or a lot of your time.
Please learn and stay well away from any car park they operate inI do Contracts, all day every day.0 -

Hi there again guys just sent an email to the priory shopping center management and go the follow response:
Hi Antonio,
Thank you for your e-mail. I’m sorry to hear that you received a parking charge notice.
Forgive me if I don’t explain all the detail or back story but in essence in March 2014 changes were made to the management of the Priory Shopping Centre car park. The changes were made as a result of feedback from the centres shoppers. The centre used to receive complaints from our shoppers about people who were misusing the car park and using it either for waiting or for a long stay parking beyond the expiry of their parking ticket, preventing genuine shoppers from using the spaces. The changes involved moving from a manned parking attendant to an unmanned Parking Eye managed ANPR (Automatic Number Plate Recognition) system.
Because the car park is privately owned, it has always been a 365 day / 24 hour pay for parking car park. All visitors using the car park must purchase a ticket to cover the duration of their stay irrespective of which day that is - and there is sufficient signage in clear view to highlight this fact. Consequently, parking charge notices are only issued to those exceeding the car parking limits, for example: not parking in a marked bay or waiting, not purchasing a ticket, not purchasing a ticket for a sufficient period of time, not entering the correct vehicle registration details or overstaying the time purchased for a parking ticket.
The Parking Eye ANPR system installed at the centre is clearly identified by signage both at the entrance to the car park and throughout the car park. In essence the system works by taking a photo of when you enter the car park and when you leave. The act of purchasing a valid parking ticket and entering the full correct registration number on the ticket is cross referenced with the ANPR camera photos and if it all matches no action is taken, if there is a discrepancy then a parking charge notice is issued.
It’s unclear in this instance what triggered the issuing of the parking charge notice you received as although you state you purchased a parking ticket something has occurred to cause this PCN to be issued. Its possible, either insufficient funds were paid, the time was overstayed or you entered an incorrect or partial vehicle registration into the ticket machine. Unfortunately, the CCTV the car park is owned by the landowners of The Priory Shopping Centre and not Parking Eye and for data protection reasons can only be viewed by the Police so that is unavailable.
The Priory Shopping Centre is owned by Columbia Threadneedle and operated by Workman LLP. Parking Eye has written authority from the Landowner to undertake parking management, control and enforcement at the site, under contract.
Whilst I cannot advise you what to do, I would respectfully recommend that you don’t ignore the parking charge notice as from my experience it won’t go away. At the very least appeal it if you feel it is incorrect.
Kind Regards,
David
What you guys think?0 -
they seem to explain matters very well, no ambiguity there
I would suggest that in future you keep purchased tickets for a minimum of 3 to 6 months, not 6 days, so you can check for any errors
they have correctly said that you may not have put in the VRN correctly into the pay and display machine, this could have been checked on your ticket if you still had it, plus a copy could have been sent to PE with your appeal (the appeal is in blue in the NEWBIES sticky thread)
the pcn should state why you have been sent it (the reason they are trying to charge you)
if you ignore this pcn, its likely that PE will take you to court
lastly, some of the best advisors on here are "gals" , not "guys"
