going to uni in octber what do i need

As you have already said, passport photos, he will need them for his student card for his SU card, his course office will probably need two, one for his file and one for a gallery (where they stick a photo next to the first years names so that the lecturers can easily see who is there and who isn't until they get to know them all) he might need photo's for other clubs and societies he wants to join. Also he should take his birth certificate, passport and exam certificates, universities often want to see them (sometimes before they will enrol students, which can affect their student loan coming through) and if he is living away you would have to trust them to royal mail.MFW Start Sep 07 £79484, Now £587740

Bare essentials are obviously bedding and kitchen stuff. I made the mistake in my first year of doing a massive shop including food stuff and packing the car to the brim with it all! Look at the local area and see if theres a big Tesco's or an Ikea in the area.
Then all that is needed is to pack personal belongings and with a list of things head to the shops on the day you get there buy what you need.
Bedding/Pots + Plates (2 of each should be enough)/Cutlery (they go missing very easily)/food containers
microwave,kettle,toaster and iron should be already provided
Stationary: Pens/pads/highlighters/sticky notes/organisers/DIARY (A MUST!)/Plain printer paper (if needed, printers on campus can be costly)
Cleaning stuff:anti-bacterial wipes/bleach/toilet duck/shower cleaner/scourers/gloves/air fresheners/bin bags/bathroom size bags
