The 1st was 29/9/15 and 2nd 9th October - (alleged incident date)
- the were both just letter PCN notifications (ie no sticker or notice on the car).
However, the 2nd notice/ letter had terms and stated reason for issue relating to a sticker or notice being put on my car. Surely they can't prove that as there was no sticker / issued ??0 -

Who cares? No-one is telling you to look at that or pay a penny.
Your POPLA win (if you rebut the evidence strongly - keep checking Portal in case POPLA get their copy but you don't!) will be useful if they try to pursue the other one.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Your 1st infringement was when UKCPM were with the BPA, so you can go down the POPLA route with that one.
The 2nd was after they moved the to the IPC, so you are stuck with the so called Independent Appeals Service (IAS).0 -

And the new appeals service must be fully independent and have the powers to charge PPCs £100 for every upheld appeal to give to the motorist to say sorry for the harassment caused by their actions
