First of all sorry for the late reply, yes ! You are thinking right. For very long I have lived in UK. I read the post again and one thing for sure if she qualiies all the housing benefit, then only the housing benefit is used for help paying rent.
If I am not wrong, your local council uses several factors in deciding the amount of eligible rent benefit you will receive. It is based upon your personal finance such as income, age, savings, and number of people living in your home plus their ages, disabilities, and income.Hope I am correct this time.
I want to ask one more thing, where is my first comment on which you commented. It is not visible to me any more,0 -

I have no idea where your first comment I quoted disappeared to, maybe removed by a moderator as not relevant to the OP, sorry I don't know. I certainly didn't report it, maybe someone else did.
I am not an expert on HB, I am sure the OP is as she receives it so she will be aware of how little money she will get to look for a decent place for her family to live.0
