Ex tenants using my address, is it dodgy?

I moved here 18 months ago, the day I moved in I found a few different bills in various names for unpaid tax i.e not doing the self assessment in cupboard, and since I have lived here I have had multiple bank statements, even bank cards I just destroy but did open a few by accident when sleepy i.e first thing in morning especially as I am on benefits so assumed they were letters for me.

In last few months had ones a few times for responses to job applications including ones that offered people the jobs (I opened them as the name on envelopes are hard to read as handwritten and again I was tired)

Even had one for someone going to court and another for a fine for serious assault.

When I first moved in I had people at my door about once a week moaning for me to give them their letters and snapping at me when I said I binned them.

My other idea is they are doing some self employed tax dodges and/or running their own business and working as well as one of the ex tenants moved to the next block of flats and I have seen gumtree adverts for picking up unwanted furniture, and I think he cleans it up and sells it on, I think he is doing the dodgy as his name is one I get for unpaid tax, and if he was legit running a business why dump things like furniture in council public bins not business bins i.e right now he has a fridge freezer, carpet, and bed and matresss just dumped on the street next to the bin(the bed has been there weeks, the carpet a year as binmen wont take it) I see him a few times a week chuck entire chests of drawers into the bins etc so all sounds dodgy.

I am worried that getting all these tax letters will mean I get a knock on the door one day.

I did phone up HMRC today because I got a letter saying about one of the ex tenants has applied for counstruction industry scheme.

Write "Not known at this address" on the envelope and put it in a post box.

Have you checked the electoral roll for your address? If it is wrong, sort it.

Put all the mail in the letterbox, return to sender NKATA. Or if you are feeling really kind, pop any cards back to the nearest branch of the bank NKATA.
If you've have not made a mistake, you've made nothing

HMRC did say that forgot to say, so that should be fine now but I was worried in past they would assume it was the tenants way of getting out of paying.

In some ways I want them to be punished, not criminally but for lying to employers and such for what seems to be dodgy reasons.

When I moved here I put my name on the electorial roll so I could vote, I did get those voting cards in about 5 names though.

And the nearest branch of the bank is about 16 miles away.

I've been doing that with HMRC letters for an old tenant - it's been 7 months now and I must have sent 6 or 7 envelopes back to HMRC marked 'return to sender not known at this address', and still they keep coming!

You want the former occupants to be punished? What would be a fitting punishment do you think? Drag them down to the town square and put them in the stocks?

I get all kinds of post for a former resident. HMRC, DVLA, Police, utility companies, banks, you name it. For months I wrote, "Not known at this address. Return to sender." Not they all just go in the shredder.

I meant in the sense if almost 2 years after they have moved out of a property they are still using their address that sounds suspicious so it should be investigated as they must be hiding something and since its tax letters I am getting and I think someone who lives across the road from me is a ex tenant who I know is self employed (runs a house clearance business) and fills up public bins with broken up furniture which doesnt get collected it sounds dodgy so they should not get away with not paying taxes and hiding what they are hiding.

I was thinking the council as they run a free electrical uplift service that can be used as many times as needed per year so why are they dumping things like fridge freezers onto the streets and tvs, and other stuff, would it be council tax people, enviromental health.
