Had several letters from UKPC and ignored them. Yes, I did park there. Can't remember the sticky now!!! But I remember that the amount was for £60 if paid immediately if not £100. As they were private, ignored it.0

I think you can safely ignore that letter. It tells you not to contact them but to contact the debt collector.
Debt collectors can safely be ignored.
Who are DCN?
Did you get anything from UKPC after the alleged event? (Windscreen ticket, PCN/NTK through the post?
Did you keep it?
If so, what is the timeline of events?
Have you complained to the health centre where the alleged event took place? This should be your starting point followed by a serious reading or two of the Sticky thread for NEWBIES.I married my cousin. I had to...I don't have a sister.

What? We mean the sticky thread for NEWBIES to read first, on this forum which told you to appeal the PCN - back in May. Why the heck you ignored it is beyond me, why would you ignore this when that has not been the advice for 3 years?! Ignore them then. Read the sticky thread 'NEWBIES READ THIS FIRST' and scroll to post #4 of it, about ignoring debt collector stage. You should NOT have ignored it in May, now you are too late to appeal. Bit silly really but at least it's only UKPC and DRPlus.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
