Not legally you wouldn't.
You'd also run the risk of the cabling being disconnected at any time - VM have limited space in their cabinets and will disconnect a line that is not an active sub if they need it for someone who has an active sub before they'll even consider upgrading the street box.
I think they may also disconnect (at the street boxes) houses that aren't subbed as standard in some places where they suspect there are people using dodgy boxes.0 -
