To Iceweasel, I can follow the 'No Keeper Liability' part of the quoted paragraph but the next bit says the owner is responsible if the keeper is unable or refuses to say who the driver was. That person would likely be within the same household I think.
Maybesaye - here is a concrete example for you of how 'No keeper liability' works in practice.
Last month I loaned a vehicle to my grandson for a week or so.
During that time he stopped off at a Motorway Services Area for a nap and fell asleep for a couple of hours thereby overstaying the arbitrary time limit allowed.
A couple of days ago I (as the keeper) received a very pretty speculative invoice with pics of the vehicle and the times it entered and left the MSA.
They want £100 within the next 28 days - or £50 if I pay up within 14 days.
This letter very politely goes on to suggest that if I was not the driver at the time that I (as keeper) should inform the PPC the name and address of the driver who was responsible.
What do you think I am going to do?
Answer - nothing.
What will happen next?
I will receive 5 or 6 letters at approx monthly intervals threatening ever more dire consequences if I do not either inform them of the driver's detail, or pay up the £100.
Of course I will do neither - as there is no legal compunction for me to respond.
And then what happens - they give up as they have no means of taking it further - unless I am stupid/naieve enough to have contacted them.
If I am stupid enough to contact them they will keep sending me letters and further threats for anything up to a year.
If I am very stupid and give them my grandson's details they could (but with little chance of success) take him to court and sue him for their losses.
What would that amount to I wonder?
I have a whole drawer-full of these invoices collected over several years.
Why should I change the habits of a lifetime.
Edit: Sorry I forgot to add that they inform me that if payment is not received with 28 days that an 'initial debt collection charge' of £40 will be incurred.

No, this bit is explaining what keeper liability means.
In Scotland there is no "keeper liability" (which means the owner of the car is responsible if they refuse or are unable to say who the driver was at the time).
Since there is "no keeper liability" the next part of the sentence is irrelevant.
Basically it's badly written and has confused you as a result. It should read,
"In Scotland there is no keeper liability. (Keeper liability means the owner of the car is responsible if they refuse or are unable to say who the driver was at the time)."

The directions I gave to this quote were perfectly correct with perhaps the omission of the "Travel & Motoring" step in the process. I was assuming a degree of common sense would be applied in filling in the missing step. The fact that you have found the same quote by another route does not justify the cynical response. You then go on to suggest that the quote referred to is 'plain wrong' ,'badly written', a template is carp (whatever that means) and that the folks running MSE are not as good as the excellent volunteers of which I presume you would include yourself to be one. Where did I get the gem relating to Wales? Eh! that would be England & Wales who are lumped together with regard to the entire Private Parking saga.
I appreciate the time and trouble you have taken to help me here but it seems to me that for some of the "excellent volunteers' who, going by the number of their posts, spend a lot of their life here, this forum is more about showing smart they are and how stupid the rest of us are.

There was concern that you may have had wrong information and take the wrong action as a result.
The phrase that Fruitcake quoted above WAS badly worded, and had to be challenged.
On reading your first post in this thread, it was clear to may of us that you had apparently had confusing information, which certainly raised my eyebrows.
It is very fair to say that those at the top of MSE are not as well informed as those who inhabit this forum, I would not expect them to be as expert in this 'niche' field as Coupon Mad and others.

Really? That's news to me. I thought DVLA only kept registered keeper details? (Whilst it is probable that the RK is also the owner, this is not guaranteed).
I used the word 'owner' as that was the word used by the OP, and it seemed he was getting confused, so I tried to keep it simple.

My apologies if you thought I was being cynical. That was not my intent.
Like others here, I was concerned that there was incorrect information on this site and wanted to know where you found it.
I couldn't find it by using the search facility and typing in "how to avoid private parking charges" as you originally stated, nor could I find the help section on this website that you referred to.
Neither could I find it from Mainsite>Private Parking etc>
I looked for some time here (which is what I assume to mean by "mainsite") but couldn't find any reference to private parking.

So back to the front page I went and eventually found it under Travel and Motoring. You admitted yourself you missed that bit out. That's like me giving you directions to go somewhere but not telling you to leave the motorway at the right junction, hence my attempt at humour by suggesting you might have problems giving or following travel directions. Perhaps I should have added one of these to that comment to signify my tongue was in my cheek.
As for your the comment about Wales, again you appear to have missed out important information such as the word England. By doing this I assumed you had read somewhere that only Wales was affected, hence my confusion.
Concerning the word carp, this site has a rude word filter. Some words therefore appear as !!!! instead of the word that is typed. I thought that perhaps the word crap might be one of these but apparently that is not the case. Scun thorpe however is. Try typing it in and you will see what I mean.
