    Obviously DVLA has made a mistake. As they have issued you with a new V5 they recognise your son is no longer the registered keeper so the Road Fund Licence should have been cancelled and your son should have received a refund. They have not done this. Would suggest you try and speak to somebody at DVLA (good luck with that) and get them to go through the SORN process whilst speaking to you. Also try and get an email address as writing letters is a bit old hat. As a motor trader I have had cases where I have had to correct the odd mistake,of mine, and found them very helpful. One quick thought are you using the latest V5 to try and SORN it? You said you has 2.

    you really need to speak to dvla and insist you speak to a supervisor
    write all the main points down so you can be clear
    write down all the names and times etc of whom you speak to
    this is clearly a dvla mess up, ive had loads of these
    their system tells you to apply for a log book via a v62 if the last keeper has lost it and also to attach a v890 sorn ive done this on 3 cars this last 6 weeks and every sorn never shows so ive had to go online and do it again
    dvla is flawed to heck ive warned people on this site for years that you need to be aware of it
    good luck you might need it as they blame everyone but themselves
    i could write a book on it

    jees, you cnt even volunteer and give the government extra bit of road tax without being penalised for it.
