We have not seen any evidence that he's actually tried this, though. Until then ...Is this worth a complaint to the DVLA that ANPR are trying to get around their ban? V888/2 requires a valid reason, and Trespass (which ANPR will claim they are pursuing under) requires the applicant to be the landowner (not ANPR) or their legal representative (ANPR).
ANPR are clearly trying to use the V888/2 and Trespass to try and avoid the requirement that parking companies must be part of a DVLA approved ATA (BPA and IPC).
And he can't use the V888 and trespass as a way round being an ATA member. This (long) thread shows how one person has been stopped from doing this, and even had a judicial review rule against him: http://forums.pepipoo.com/index.php?showtopic=933370 -
Isn't that exactly what's happened here? ANPR has not had legitimate DVLA access for some time now, so this was presumably post-BPA?

It sounds real to me:I recently received a 'Parking Charge Notice' on my windscreen from a company that isn't registered with the BPA or IPC

The OP had a Notice to Driver. I am sure he is asking if ANPR can use a back-door method to get his details. The OP has not had anything through the post, to date.

lots more to be said , but if a ticket is received and you do not contact them , if they get your info , hell will break loose
