Can Form V888/2 be used to access my DVLA records?

Hi all,
I recently received a 'Parking Charge Notice' on my windscreen from a company that isn't registered with the BPA or IPC (I'd argue I was given it unfairly but that's another matter!). After reading through the really helpful stuff on these forums it seems that the company wouldn't be able to get my details from the DVLA without being members of these bodies. On the company's website they claim to be able to use Form V888/2 to still access the DVLA records despite not being BPA or IPC members. I'm just wondering if anybody has any information on this, does anybody know whether they could use this form to acceess my DVLA details?

ok not only have ANPR had there access removed from the DVLA , but they are banned from joining a ATA
as such they tried joining the credit services assoc , but we (and I enjoyed it) got there access barred as the only 2 ATA,s applicable for private parking are the BPA and IPC!
do not contact them in any way , and if you receive anything thru the post come back
can you tell us the location or town of this incident , because I feed my email machine every morning and fire off all the data showing there attitude to the law , to every site owner known.0 -

you might want to read http://parking-prankster.blogspot.co.uk/2015/04/bpa-terminates-membership-of-anpr.html and if possible inform the land owner that there are hiring a company that cannot fullfill its duties as a car park management co (cannot get drivers details etc) and what a unsavoury cheating company they have hired0 -

Enfield freddy, thank you for that link, reading further you may well have opened up a huge can of worms the for BPA and all PPC'S.

ANPR whilst having their wings clipped, kicked out the BPA and the DVLA, the points they make, (even if sour grapes), gives good reason for the government to fully investigate this seedy private parking industry.

From the BPA, Patrick Troy was asked a simple question
"WHO PAYS YOUR WAGES", Mr Troy stutters and when asked
"DO THE PRIVATE PARKING COMPANIES FUND THE BPA"
he says NO but they do pay a subscription ???
Does Mr Troy really believe the public are that stupid and simple ?
Guess he does.
The comments on the ANPR web site claim to have paid them £5000 per year plus they were charged extras. God forbid that I would believe anything a PPC said, but you know what, I believe ANPR

It is all part of the big scam that has become the Private Parking industry.
BPA are not independent and as such are not in the interests of the general public. There must be a full independent enquiry by the government regarding this seedy industry and a fully independent
body must be set up. Right now, the odds are in favour of the PPC's even though POPLA say that nearly 50% of appeals win. maybe that's how they want the public to perceive them ???

Bickering like this from a PPC, has to be another nail in the coffin for PPC's and those who purport to be "good doers" will share in the demise.
WITH all other companies, we have an independent body to turn to with our complaints. Imagine what would happen if the utility companies or the banks paid subscription fees to the Financial Ombudsman ?????0 -
Is this worth a complaint to the DVLA that ANPR are trying to get around their ban? V888/2 requires a valid reason, and Trespass (which ANPR will claim they are pursuing under) requires the applicant to be the landowner (not ANPR) or their legal representative (ANPR).
ANPR are clearly trying to use the V888/2 and Trespass to try and avoid the requirement that parking companies must be part of a DVLA approved ATA (BPA and IPC).
Don't bother contacting ANPR though; Trev will just give you abuse, and it'll go nowhere anyway.0 -
the owner of ANPR (a Mr whitehouse) fought the acceptance of POFa 2012v to a great extent , he even tried setting up his own company in defiance of the BPA http://www.national-clamps.com/ and more importantly http://veta.co.uk/ he even threatened to take the government to court over POFa2012 , its a surprise he lasted in the BPA for as long as he did , complaints were being received from day one , and the nail in his coffin might have been him saying "I,m not renewing my subscription"
he was running 7 car parks in Preston , and issuing tickets for minor infringments like "wheel over line" on an empty car park at 1am (owner getting takeaway from local shop) , he told Preston council that he was a member of an approved ATA , he was a member of the credit services assocc WHO ARE NOT allowed to get info for parking offences , this was brought to the attention of the DVLA /CSA and the counsil , who Immediately "fired him" , after leaving the meeting with them , he phoned the police and attempted to press charges against me (how we laughed)
lots more to be said , but if a ticket is received and you do not contact them , if they get your info , hell will break loose0
