Help to Buy ISA

The help to buy ISA qualifies for houses up to £450,000 in London and £250,000 outside of London. I live just outside London in Weybridge, Surrey and would like to set up a help to buy ISA. I need to live in this area for work and it is not London but there is literally no houses or apartments under £250,000. So I'm unsure whether the help to buy ISA can be used for houses up to £450,000 in my area otherwise it is pretty much useless when trying to buy a house/apartment in Surrey.

A quick search on Rightmove shows literally hundreds of houses and flats for under £250K within 5 miles of Weybridge. Weybridge also has good road and train connections so you can perhaps venture further out and get a bit more for your money.0
