Hi, my first post here so hope you can help. My girlfriend recently received s Pcn through the post after a camera spotted her in a no parking delivery area of a shopping centre. Briefly, we were in an area we didn't know, queuing for the shopping centre car park, the car park was full so she pulled out of the queue so I could nip to the cash machine. She was in the car at all times for the time it took for me to walk to the bank and back, apparently 7 minutes. We appealed, stating the car park was full and as we didn't know the area or if there was any other parking in the area, she pulled in with the engine running, ready to move if required. They replied stating we should have used the car park, apparently disregarding what we said.
So I'm basically asking in these circumstances is a £60 fee justified? It's not the money especially, it's the fact paying £60 to park for 7 minutes to go to a cash point seems very disproportionate, if their car park wasn't full it would have only cost £1.20
Hope someone can help before it goes up to £100.

If where she parked was clearly marked " No Parking", I can't see any dispute , you could have tried another Cash Machine in the area ??0

It won't be signed 'no parking' and won't be clear as to the terms and the £100 will be unreadable. 100% sure. This is a private scammer we are talking about, why do you think they have a camera trained on a place they actually WANT people to get caught in? It can't be. Local Authorities are not allowed to use ANPR for parking enforcement in car parks but thanks to this wondrous Country, private parking scammers are (at the moment).cynicalshopper wrote: »is this from the local council? Also the amount of £100 tells you it can't be Council. AND no-one here tells people to just pay a Council PCN either!!
'NPE' in Norwich would be my guess. This fits their little game and I bet they must be planning on hopping to the IPC soon, it would suit them.
The OP needs to read the NEWBIES sticky thread to appeal and win at POPLA (if this is a BPA member), because you'd have to try extremely hard to lose at POPLA if this is NPE.
So, OP, please tell us which delightful firm we are talking about here with CCTV (not ANPR perhaps) trained on a trap of a place?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

If private, read the Sticky thread for NEWBIES and appeal AS KEEPER using the template letter therein. Do not pay, do not ignoe, do not reveal who was driving, do not miss the appeal deadline, never, ever 'phone a private parking company

Thanks for the replies. It was a private firm who run the shopping centre car park. We were unfamiliar to the area and on the way to the motorway, spotted the cash machine and pulled in, wish I'd never seen it!!
I had a drive back to the car park yesterday, it actually does say no parking or waiting, delivery vehicles only so I'm guessing I have no leg to stand on even though the Mrs was sat in the drivers seat ready to move if needed. Just so annoying that we'd have been better pulling up on double yellows with hazard lights on than trying to get out of other people's way :mad:0 -

Plenty of legs, contract, unfair penalty, (yes even after Beavis), standing, planning permissions, signage, landowner's wishes, compliance, etc.

You have completely missed the point. If you pay it would be madness, particularly if it's one of the usual Private Parking Companies (PPCs) we beat all the time on here.
Am I right with my guess, I thought it sounds like NPE in Norwich, or is it G24 or someone else? It is important to know who, to advise you (is it BPA or IPC?). Read the sticky threads.
