Cable TV only

A family member has just moved to a new rented flat and the signal isn't strong enough to get Freeview. Unfortunately satellite dishes aren't allowed, and most of the tenants use cable. I gather that cable TV usually comes in a package with a home phone and broadband. As he's disabled he needs to keep the cost down to the minimum and can't really afford broadband, and as he has a mobile doesn't need a landline to make calls.
Am I right in thinking though he'd need to have a landline to get cable TV?
Does cable work with all TVs?
What would be his cheapest option?

No he can get TV on its own - starts from £13pm.

Usually unless it's really, really old. Provided it's got at least a scart socket or better an HDMI socket it will work fine.0 -
