Do any mobile networks on PAYG offer free message/voicemail services which don't use credit?
ie. I can listen to messages on my number without any credit

If you have a smartphone try using the Hullomail app. By its nature it uses a data connection to operate but it is far superior to the bog standard offering provided by the networks as not only does it show the voicemail a bit like a music player with a play / pause, playagain etc but it lists all your voicemails and you can play them back time and time again.
From what I recall it requires your network to provide call forwarding so doesn't work on many virtual networks therefore you would need a payg with EE or 3 etc rather than Tesco.
Details are on their website.

Forwarding the incoming call to anything except the network's own voicemail costs money, so this wouldn't actually reduce cost.0 -

But if you do need to maintain some credit and make a chargeable call/text within their timescale to keep sim going.0
