despite the best efforts of rumour-mills and scaremongers - is extremely small.

I do not know about that, and you have produced no evidence to back it up, but, I do know first hand someone who has been effected.

"It must have been cloned" <sigh>

For goodness sake. The incidence of vehicle cloning - despite the best efforts of rumour-mills and scaremongers - is extremely small. By comparison the incidence of ANPR misreads is considerably greater - by orders of magnitude. Don't go frightening posters by suggesting that they have a cloned vehicle before we know a few more facts.

An intelligent first question would be to establish exactly what it was that the poster received. It would seem very clear that they didn't get a windscreen ticket (NtD). Is the letter a notice to keeper within the 14-day limit for ANPR based cases or is it in relation to a NtD issued 28-56 days previously?

I've never received a windscreen ticket. their records are wrong, or somewhere there is a problem, because the location was 50 miles away.
  • It is a notice to keeper/driver/hirer and it arrived a couple of days ago and the observation they say was made last week.
Please remember that the car was never in the city that they are referring to.

Have you obtained their photographs yet from the PPC? If not you need to get your @rse in gear. Your car may have been cloned, the other car may have been used to commit a crime, someone could have been killed.

This ticket is the least of your worries.

UKCPs don't send photos even if you ask. Blood out of a stone. The OP should appeal and say the car has never been there, so they intend to inform the Police about a cloned numberplate unless UKCPS confirm within ten days that it was in fact an error with their own records.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I would not wait ten days. You can bet your boots that if OP;s plate has been cloned, the perp is up to no good.

The vehicle doesn't have to be fully 'cloned'. Maybe someone is driving round with an altered number plate - bit of black sticky tape soon changes an L to an E. This is an old trick used by 'drive-offs' when not paying for petrol. It would be useful to see if the correct make/model/colour of the offending vehicle is listed on the PCN rather than just the VRM.

It will be UKCPS' error, not a cloned number plate.
