Just how will the new £1000 tax free interest allowance work for 2015/16??

I currently don't have to fill in a tax return because my total income doesn't require it. As interest will be paid without tax deducted next April will I now have to make a return if my interest exceeds £1000?
I also get a small amount from dividends. Will dividends be paid free of tax? If not presumably a tax return will be necessary to take advantage of the new dividend tax free allowance.
I suspect life will now get more complicated next April.if i had known then what i know now0
