8 year TV licence refund!

Yesterday my Dad discovered that he was still paying for a TV licence from 2007 when I was living away as a student. (quarterly direct debit that he assumed had something to do with paying for the following years licence in advance). The official refund policy is that they will only refund up to 2 years. Does anyone know if there's any way they will refund the full amount? I have proof that I bought a new TV licence in 2008 at a different address and have proof of the dates that I lived at the address that the licence is registered at.

    However that doesn't prove you didn't 'use' the other licence, since the licence is per property, not per person.
    I would have thought that 2 years was quite a reasonable refund tbh, if he didn't check his bank statement in 8 years.?
    No free lunch, and no free laptop ;)
