Compensation for Council repair engineer failing to arrive in the allotted time?

This week, a boiler engineer failed to arrive within the 8-12 time-slot.
The compensation policy seems heavily stacked in favour of the Council and against the tenant in such cases, according to their policy.
1)"If the repairs team don’t show up for an appointment that I have booked
through Housing Direct, do I receive any compensation?
We are sorry but now that the housing repairs service has come back in house, we
will no longer offer compensation for missed appointments. This is because the
administration of the scheme takes up too much time and resources. If you
experience a missed appointment please report this to Housing Direct and ask for
this to be investigated."
2) "24.3 The council charges for repairs in the following circumstances:

Not quite the same situation as yours but a few years ago when we lived in a HA flat, they wanted to replace the kitchen. They gave us the dates and I booked the time off work to be there. They overran by two days (as they kept leaving off at like 2pm or taking ridiculous amounts of tea breaks!) and I had to take those two days off as well. I complained, and the HA gave me £50 per day they overran, so £100.0

It's more an observation on how the compensation policy seems to be stacked heavily in the Council's favour, to the detriment of the tenant.
Whether or not the Council's regulations can be challenged would be nice to know.0 -

Do your friends get compo if you don't turn up in the pub when you said you would?? Does the council get compo if (I am not for a minute suggesting you do this..) pay your rent a day late?? Do other drivers on the M4 get compo if you crash & cause a road-jam for hours?? Do your kids fellow pupils & their parents get compo if your kids disrupt the class?? I could go on.
Feel free to take small claims action against the council for their terrible act, and then let us know how you get on: £5 to an agreed housing charity if any judge awards you anything.

Compensation? You are getting a free repair aren't you on behalf of the U.K. Taxpayer? What inconvenience have you suffered? Did you have to keep Jeremy Kyle on low to hear the doorbell?0

The possibility of compensation I don't agree with...if that is what op is looking for...but I disagree that it's a free repair. Op pays their rent...direct or indirect, therefore entitled to repair.
Why do you assume that anyone in council property must watch JK?0
