    Has any NTK been received yet, because if not, according to my maths they are out of time.

    They have sent the letter to me, and my Mum (the keeper) lives at a different address. She hasnt recieved anything from anyone yet reguarding the PCN.

    Is that a good thing???

    That will depend on the actual date that the PCN was issued. In order to be able invoke the POFA keeper liability provisions Armtrac would need to send a Notice to Keeper to the registered keeper before Day 56 (counting the day the original windscreen PCN was issued as Day 0). If that notice fails to arrive then they cannot rely on keeper liability. The fact that they think they have the address of the registered keeper is irrelevant - beside they haven't served such a NtK on you either.
    My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016). :(

    Based on the OP's first post on 29th October, it would suggest that the event happened at least 19 days before (therefore 10th October at the latest).

    If Armtrac thinks the OP is the keeper and therefore the driver (reasonable assumption and all that!), then if OP can prove they were elsewhere it would seem a shame to waste the appeal opportunity.

    The PCN was issued on the 10th October 2015.

    They know Ms ********** (my mum) is the registered keeper, and have addressed the letter to her at my address, and not her address. They also know thats she was the driver on the day. Correspondence to them has been sent with her name on and my address.

    I had a run in with Armtrac a couple of years ago at the other car park in Senen. This has a different owner but I think that both of the owners are reasonable people. I think you should approach the Harbourmaster and try and get the thing cancelled. They have no intersest in their very beautiful location getting a reputation for dubious business practices.

    A reasonable owner makes the signs clear and generally reduces the possiblity for the likes of Armtract to make money. This makes it very likely that they do indeed sit and watch for people who go for change and then slap them with a fake invoice. I would be very relucant to pay if I were you. Much better to take the small risk of court, even if it involves paying a higher amount. Let them show the magistrate the photo of your mother's blue card and how they slapped a ticket on after a few minutes whilst she was getting change.

    In my case, Armtrac were still a member of the BPA and I went through the POPLA nonsense, only to be rejected. At that time I decided that I wouldn't have anything to do with these kanagroo courts any more.
