Community centre water rates

We run a new community centre in West Cumbria, and over the past few years of trying to get United Utilities to adjust our current water rates of £3800 pa to band 1 for community groups. They have rejected our application previously saying we are not a true community centre in there terms?
Now we meet all there criteria in terms of being a community group open to all groups, all of our funding does not come from local government etc. We are a registered charity, the premises are regarded as a community centre by the local authority too.

Are UU just playing us here because we pay the bills or are we missing something? Any help advise would be great as it would mean a £300 per month saving on water bills which to a charity is a lot of money!
