How to get out of contract

Moved into a flat in June and still was not able to have broadband installed so now I want to get out.

Contract ends in June.

Is there any possible laws that the landlord could be breaking such as double glazing or room temperature? No heating?

I moved in because Virgin Media said the flat is connected but they ran into issues due to the council damaging the cables. Could I hold the council liable?

I really need a way to leave this overpriced !!!! hole.

    whatever virgin may or may not have said has no bearing on the landlord - tenant contract.

    It's a 12 month fixed term tenancy? Is there a 'Break Clause'? Read the contract!

    Yes there are laws, and yes he may or may not be breaking them. But that would not be sufficient to end the contract. You would, of course, be able to enforce those laws.

    As an example, suppse there is NO heating whatsover, you could write to the LL and request heating.
    If he refused, you could approach Environmental Health.
    They might visit and inspect, and might then serve an enforcement order on the LL to install heating.
    If the LL still refused, EH might themselves install heating and send the bill to the LL, or might obtain a court order telling the LL to install.
    If he STILL refused (this is around April next year I'd guess) you might then be able to claim repudiatory breach of contract, return the keys, and end the tenancy. See ('Hussein & Others v Mehlman')

    There's only heating in the bath room next to the window which is not double glazing.
    It's a studio but the heating wouldn't get to the bedroom.

    You may be right but I could ask him to dissolve the contract or install heating.

    10 Fitness for human habitation.

    In determining for the purposes of this Act whether a house is unfit for human habitation, regard shall be had to its condition in respect of the following matters—

    repair,

    stability,

    freedom from damp,

    internal arrangement,

    natural lighting,

    ventilation,

    water supply,

    drainage and sanitary conveniences,

    facilities for preparation and cooking of food and for the disposal of waste water;

    and the house shall be regarded as unfit for human habitation if, and only if, it is so far defective in one or more of those matters that it is not reasonably suitable for occupation in that condition.

    I presume you have heating in the living-room? Personally I don't have heating in the kitchen and rarely use my heating in the bedroom unless exceptionally cold so don't see that as a problem
