I live in a non FO area and with my current provider (Fuel/NewCall Telecom) i'm getting about 1mb/sec.
Non of the main providers offer anything less than their 17mb/sec packages and are not prepared to give a discount considering my circumstances.
Seem a bit unfair to pay in excess of £22/month for 1mb/sec
Any thoughts??

The providers offer "up to" speeds for just this reason. Not everybody will get a decent broadband speed, there are, as you show, great chunks of the country where you're lucky to get broadband at all.
Therefore if you sign up to a provider you'll get the fastest speed your line can support. Quite often if you live in the middle of nowhere you're unlikely to get a decent speed, but there are exceptions to this.

Without checking others or your specific area ,Sky is cheaper than that. They offer free broadband with £16.40 line rental, going up to £17.40 in December.0

The cost for them to supply the service is the same, regardless of the speed the user ultimately receives.0 -
As far as I am aware, ALL of the ADSL broadband suppliers will do a deal. You may have to renegotiate every 12 months, but it is possible.
