Timing for End of Contract Dealing

I am with BT and now out of contract for my phone line and my BT Infinity contract ends 11/12/15.
I have read the guide that says I can give BT 30 days notice of leaving so is that the best time to start negotiating a retention deal ?
and
If I want to leave as soon as possible, but not get a penalty, how early can I sign up with someone else? Do I need to wait until 11/12/15 before signing up as I can see it taking quite a time for the changeover to take place when Xmas is in the middle.

It usually takes about 2 weeks to move provider and you can begin the move beforehand.0
