Great thread, a relief from the help, help, yelp stuff! Excellent work freddy, patman and davey. Looking forward to reading progress on this.
Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

The way this sort of arrangent works is that UKPC take a photo of the overstaying vehicle and pass it to the Council. The Council parking team then run the number plates through DVLA and issue a ticket. For this, UKPC will get a fixed fee of normally around £18 per ticket.

Anyway, have emailed the owner of the music school (office@ymscanterbury.co.uk) giving them a bit of info they can pass on to their parents to encourage them to take the PPC & Council to Court.

Sure about that? Far more likely that it's the standard arrangement whereby the PPC issues, goes to DVLA themselves and the Council get a revenue rebate from any payments.

Freddy you say some of these tickets are from after the ban - have these individuals received notice to keeper's or just a ticket on the windscreen? There's nothing stopping UKPC doing the latter.
  • notice to keeper after the ban , they have not contacted UKPC

Yes, but what date does the letter say it was sent?
  • they were informed that UKPC had lost access AFTER 22/09 , there tickets were placed on there car(s) after that date.

I am still awaiting updates , and they are still awaiting a DVLA reply

A very interesting thread - keep going! Major ICO/DPA issue if the Council are actually doing this for UKPC.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Freddy - do you remember some months ago that you considered resigning from this forum because of spats with other MSE members?

Well I for one am glad that you were persuaded to stay and I am sure other regulars will agree.

    Really useful contributions, so thanks.

I second that, and so does my popcorn salesman.

  • I assume that no one is aware that UKPC have a JV with Ranger Services on all there ANPR sites. Ranger do the back up processing and send out PCNs on UKPC stationary. Ranger are probably obtaining DVLA info for them through the back door. Be interesting to know if anyone knew this?
