How can Fleur Internet offer Superfast Broadband when we have no fibre?

Hi,
We used to be with Pipex for broadband, then got moved to Tiscali, then to Talk Talk. Now Talk Talk have dumped us to Fleur Internet as apparently our location is not good enough for them.
We're just 15 miles from Aberdeen, which is hugely connected to the world with mega fast data links thanks to its place in stuff like Oil & Gas, academia etc. Despite this, and our being on main routes near various significant towns, OpenReach have seemingly decided they're not going to bring fibre to us. I find this quite annoying, not least as we're currently rocking a massive 1.4Mb download speed and have to listen to colleagues at work complaining that they're only getting 35Mb...
I phoned Fleur and said, what's this all about then? I also mentioned our steadily deteriorating connection speed and asked what are their plans to improve it? The (very nice and personable) lady on the other end of the phone they could offer us superfast broadband with up to 38Mb download speeds. I asked how could they do that when Openreach have no fibre here and aren't planning any? She replied that they're not obliged to work with the same providers as Talk Talk, implying there's some other mysterious, unclogged fibre - or something - just waiting for them to switch on.
On reflection, I suspect this is maybe complete nonsense. Do any of the enlightened types on here know if that's possible? Can Fleur really offer someone up to 38Mb broadband where there is no Openreach fibre infrastructure?

How do you know "Openreach have no fibre here" ?
Aberdeen City and Shire are getting FTTC (fibre to the cabinet) rolled out continually. Even Portsoy have FTTC now!

I did look on the OpenReach site a month or so ago site and they said there are no plans to introduce it (AB51). I'll check again just now though - thanks0

Up to 8Mb only it says. No fibre mentioned.0

The superfast-openreach where-and-when/page says:
"We're keen to bring Superfast Fibre to your area and are exploring how best to achieve that. We may deliver it as part of our commercial programme, or by working in partnership with your local authority. At the moment you can't order Superfast Fibre."
That says to me it ain't here and there aren't any defnite plans - at least in the short term. However, the Fleur Internet person said they could offer SuperFast 38Mb download when we change over in literally a couple of days from now.
That's why I think Fleur Internet are telling me nonsense / making promises they have no way of keeping - unless there's some non-Openreach infrastructure way that I'm not aware of (hence this thread)0 -

3. Lying to you

Fleur use Openreach/ BT to provide internet services. If it shows unavailable on the BT wholesale checker then you won't be able to get it.

If you could get fibre broadband then Talk Talk would have held on to you and not sold you off to another isp.0 -
