Thanks all for your replies. I received an email from British parking today to say they're looking into the matter with the operator and will be in touch once it is resolved, so I guess there's not much else I can do in terms of complaining.
    :)

umm , are they allowing MORE time , the BPA should have given you the POPLa code they issued

write back and ask them for the code number they "supposedly" issued on 20/10/2015 , if this cannot be produced then you are treating this as exceeding 35 days for a reply

So I have received an email from BPA today advising that they've received a response from the operator stating that my appeal was replied to but an incorrect letter was used. A letter was sent to me to advise my appeal was out of time when it wasn't. (I assume they're referring to the most recent letter they sent claiming a POPLA code they'd sent). Therefore, in view of this the operator has taken internal action and cancelled the parking charge notice and BPA have now closed the investigation.

All great news by the sounds of it right, but from my experience so far, I'm not particularly trusting of my operator so have asked BPA to send me confirmation of this in writing and also from the Operator. I will only rest once I have something from them confirming they have cancelled the charge!

Well done - this sometimes happens when the BPA breathes down the neck of a small operator!
