Email the BPA about that, to complain about the multiple PCS notices, changing the details but always about one parking event:

and ask if the BPA can investigate this (BPA are the Trade Body). DO NOT call it an offence and don't give this such respect.
Meanwhole presumably you have already simply sent the template short appeal now in the NEWBIES thread to PCS? By email I think they can be appealed, see what the Notice says about appeals & how to send them. Don't send a letter unless you HAVE to and OBVIOUSLY you appeal to where the Notice tells you to (probably PCS, not WY, but you have the Notices there, not us).
Were the Notices called 'Notice to Owner' or were they 'Notice to Keeper'? It is important. Only the latter is a POFA attempt.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Beating parking tickets is going to be a lot more difficult since Beavis, and you need to be a lot sharper. Misguided comments such as this,

Hello all, wishing you a Happy New Year. I am still somehow stuck at the first hurdle with my parking issue and was hoping someone could shed some light. As mentioned previously, I appealed a parking ticket back in October, the only response I got was "your appeal has been received and will be dealt with in due course". After this I heard nothing, nothing to say a POPLA has been granted or rejected.Then a few weeks later I started to receive multiple parking charge notices for the SAME incident and demands for payment. As advised, I appealed them again anyway using the newbie template and also complained to British parking standards.
Since then, I have received an email dated 29/12/2015 which says that the time to challenge the charge has now expired so I cannot access the Independent Appeals Service. The email states that a POPLA was sent to me on 20/10/2015 but as mentioned above, this is not the case, and because I did not lodge an appeal the case has now been passed over to us at DRPL. Furthermore, the email asks me to make a payment of £150.00 to debt recovery by 20th July 2015 however on 02/01/2016 I received a "Notice of intended court action" through the post dated 23/12/2015 stating that I must make a payment of £149.00 by 06/01/2016. I have asked british parking standards once again to investigate this and I have kept proof of original appeal and the confirmation receipt received.
.... So has this ever happened to anyone? There was definitely no email ever sent to me with a POPLA code. However I'm certain I cannot just ignore this so does anyone have any advice??0 -
all you can do is IGNORE the debt collectors and continue to complain to the BPA (their trade body) and wait for their reply
there is no magic wand to wave it all away, hopefully the BPA will investigate it and the company may back down and may cancel any charges
if its at all possible, get the landowner on your side and get them to cancel the charge , or at least get a letter from them (coming down on your side) to help with any future fallout like possible court action, which could happen any time in the next 6 years, so expect more of the same , so bed down for the long haul !0 -
yes it happens all the time , they will swear they sent a reply letter with a POPLa code
the BPA are getting fed up with this lot , after multiple complaints , you have appealed correctly and not received a timely reply

as you did not make your appeal until 20/10/2015, I find that it was not be possible to study your appeal and reply on the same day or indeed get an answer from WK parking (their masters) , looking back , you did not appeal until almost 4pm that day
as WY parking enforcement have never bothered with court , I would ask "muppets and Co" for the POPLa code number , this can then be checked online for the date , and more importantly by the BPA , as I don,t think they issue many having only asked for 1442 peoples info from the DVLA in 2015Save a Rachael

Thanks. I have sent an online appeal and received automated email confirmation of them receiving it. Also sent a copy to the contact email for WY parking enforcements themselves. How long should I allow for them to contact me now? If I do not hear from them for a certain amount of time, should I contact them?

Totally agree with the other posters. As papa golf says, it was almost certainly not be possible to study your appeal and reply on the same day you appealed at nearly 4pm that day, 20.10.15.
You've send the BPA a complaint and you've shown the BPA that the acknowledgement was the only email you got back that day. Fishy that a second email never arrived then, with that 'POPLA code'! Best you can hope for is that the BPA rattle the cage of PCS and/or WY (but I think PCS do all their back office 'work') and that you get a fresh POPLA code, or it might be cancelled if PCS decide to.
Worst scenario is nothing to be concerned about. You will get the usual letter chain we do NOT want to hear about, Debt Recovery Plus and Zenith for months and months. See post #4 of the NEWBIES thread and read the links there and ignore the letters, please don't post about them asking for the next steps. There are none. Google for images of the letter chain and re-read post #4 of the NEWBIES thread.

Thanks all for your replies. I received an email from British parking today to say they're looking into the matter with the operator and will be in touch once it is resolved, so I guess there's not much else I can do in terms of complaining.
The landowner is a private garage owner so I think I will try to contact them and let them know what has been going on however can't really see them cancelling it. Although I guess it's not like I have anything to lose!
Castle - the email was sent by DRPL
I agree that I sent my appeal quite late in the afternoon on the 20th and they only responded with acknowledgement of receipt, so I also don't believe they processed it on the same day. However, it is Debt Recovery that have sent the email so should I contact them to ask for the POPLA or just pass this info onto british parking? I'm guessing it wouldn't be wise to reply to any of their correspondence?
