PAYG data for occasional use

Wondered if you forum experts could help - my sister lives in France but has to come back to UK for a few days every few months to visit our mum, who is in a nursing home. We are wondering what is the cheapest way for her to keep in touch with emails via her phone while she's here - should we buy her a cheap mobile with a bit of PAYG data, or would it be cheaper to get her iPhone unlocked and buy a SIM that she can just use when she's over here? I have no idea where to start with these things! (Apart from mobilephonechecker which is brilliant)

I take it she's got a mobile phone contract with her French phone provider? Do they do any deals on roaming data in the UK? Does she stay somewhere with wifi while she is here? - if she can get onto wifi, using that is probably the cheapest and easiest solution.0
